Following Race 4 an Information was filed pursuant to rule 648 (3).  The Informant, Mr Williamson, requested a ruling as to whether HAPPY JACK, whose rider weighed in 1 kg under, should be disqualified under the above rule. 

The Committee has no discretion and accordingly orders the disqualification of HAPPY JACK from Race 4.
