An Information was lodged by Stipendiary Steward Mr TW Taumanu alleging that Trainer Mr P Blanchard failed to ensure that the earplugs on Taffeta Bromac were correctly applied and/or affixed so as not to malfunction.

Mr Blanchard admitted the breach and advised this Committee that he did not wish to be present at the Hearing.

The charge having been admitted is accordingly proven.

Mr Taumanu recommended a fine of $200.00 and this had been acknowledged by Mr Blanchard.   The JCA Guideline provides for a starting point fine of $250.00 but the Committee imposes a fine of $200.00 on Mr Blanchard.
