FACTS:
Mr Neal alleged a breach of rule 638 (1) (d) in that P Taylor permitted his mount Pinot Express to shift out passing the 200m when not clear dictating Pillar to Post and Bonus Bond out onto Grand Belt who was checked.
Rule 638(1) (d) was read and confirmed by Mr Taylor.
Mr Goodwin demonstrated the incident on the videos. This showed a slight outward movement by the eventual winner with Pinot Express also moving out. Mr Taylor then continued his outward movement while riding with the whip. This put pressure on the runners on his outside being Pillar to Post (O Bosson), Bonus Bond (H Tinsley) with Grand Belt (L Allpress) receiving a check.
Mr Goodwin stated P Taylor showed carelessness when continuing to ride his horse out with the whip, when he could have straightened to avoid the tightening, and the eventual check to Grand Belt.
Mr Taylor admitted the charge, which the committee find proven.
SUBMISSION(s) ON PENALTY:
Mr Neal stated that as a regular North Island rider Mr Taylor has an excellent record. In the steward’s opinion Mr Taylor needed to straighten his mount but has kept riding with vigour, resulting in a check to L Allpress on Grand Belt, who had clear running and was taken out of her rightful line. The offence does not sit near the top end and with Mr Taylor’s admittance of the breach we believe the minimum penalty should be imposed.
Mr Taylor asked the committee to consider his immaculate riding record. It was a mistake on his part. In considering any period of suspension he asked this to commence from the close of riding on Wednesday 9th June.
REASON(s):
In reaching our decision the committee has taken into account Mr Taylor’s admittance of the breach and his excellent riding record as presented by the stewards with no previous charges in the past twelve months. The incident whilst not at the top end, Mr Taylor did display a degree of carelessness culminating in the check to Grand Belt and a term of suspension is warranted.
PENALTY:
The committee imposes a term of suspension from the close of racing on Wednesday 9th June up to and including racing on Thursday 17th June (four North Island days).
