Facts:
Jockey D. Bradley, rider of ‘Whoopi Gee’ in Race 4, admitted that he relaxed his ride over the concluding stages and was beaten for 5th place.
Rule 636 (1) (c) reads:
(1) Shall not run a horse or cause or permit a horse to be run other than on its merits
(c) being the rider of a horse in a race must take all reasonable and permissible measures throughout the race to ensure that his horse is given full opportunity to win the race or to obtain the best possible finishing place.
Mr. Goodwin informed the committee that Mr. Bradley relaxed his hold on the horse ‘Whoopi Gee’ for about 2 – 2 ½ strides short of the post and was beaten into 6th place.
The stake money amounted to $125.00.
Mr. Bradley concurred with Mr. Goodwin’s comments and saw it was a lapse of judgement.
Submissions on penalty:
Mr. Goodwin informed the committee it was an admitted breach at the lower end of the scale. Horses ahead of Mr. Bradley were tiring but he could have been more vigorous in his ride. He asked for a fine of $150.00.
Mr. Bradley concurred with Mr. Goodwin’s submission.
Reasons:
In coming to our decision to impose a monetary penalty, the committee took into account the admittance of the breach and the stewards comments that it was at the lower end of the scale and that dividends were not affected.
Penalty:
Mr. Bradley was fined $150.00
